Academic regulation framework

Having regard to

  1. Public Conservatory of Music Domenico Cimarosa of Avellino, Higher Education Institution in Art and Music.
  2. Academic Regulations in accordance with Presidential Decree no. 212 of 8 July 2005.
  3. Approved under General Executive Decree no. 58 of 3 March 2011, adopted under Executive Decree prot. no. 2690AL2 of 7 April 2011.
  4. Amendment to the Academic Regulation approved by Ministerial Decree no. 801 of 13 June 2024.

Deemed necessary

  1. To govern course plans, criteria and modalities for implementing educational activities of the Conservatory.
  2. To define organisational rules, educational autonomy, transitional provisions and final provisions.
  3. To align the academic regulation with the AFAM framework, ECTS/CFA system, doctoral provisions and current ministerial amendments.

  2. Second Part: Course plans, including list of departments, list of three-year Level 1 courses and three-year Level 1 course plans.

Academic Regulations in accordance with Presidential Decree no. 212 of 8 July 2005

The regulation organises educational units, course plans, examinations, credits, transfers, doctoral provisions and annexed course lists.

First Part - Title I - Joint and organisational rules

  1. Chapter I sets the general purpose and definitions of the Regulations.
  2. Chapter II defines educational units and the bodies responsible for them.
  3. Chapter III governs the organisation of educational activity, with sections dedicated to teachers, students and organisational modalities.

Art. 1 - General purpose

  1. The Regulations govern course plans of the courses of study and the criteria and modalities for implementing educational activities of the Conservatory.
  2. The course plans established by the Conservatory are defined in the annexes to the second part of the Regulations.

Art. 2 - Definitions

  1. The article defines disciplinary areas, artistic-disciplinary areas, declaratory judgements, disciplinary fields and educational activities.
  2. It defines courses of study, course or school council, educational offer, educational goals, course plans, regulations of courses of study and curriculum.
  3. It defines CFA academic education credit, department, educational unit, school and qualifications.

Art. 3 - Bodies responsible for educational units

  1. The Conservatory is composed of educational units and appoints the bodies responsible for their operation.
  2. The Conservatory implements departments and schools pursuant to Presidential Decree no. 212 of 8 July 2005 and may establish other organisational bodies for research and artistic production.

Art. 4 - Modalities of assignment of teaching tasks

  1. Teaching, orientation, tutoring and other educational assignments are governed by the legislative and contractual rules in force.
  2. External experts may be appointed for specific artistic, educational or organisational needs.

Art. 5 - Examination committees

  1. Examination committees are appointed by the Director upon proposal of the relevant course or school council and are composed of at least three members.
  2. Final examination committees are appointed by the Director and consist of at least five members, including teachers involved in preparation and representatives from educational areas.

Art. 6 - Enrolment

  1. Students of the Conservatory are those regularly enrolled in courses of study.
  2. Students attending the final year and planning to take their final exam by the second session may enrol in another course subject to reservation, finalised if the final examination is passed.

Art. 7 - Interruption or withdrawal

  1. A student who does not re-enrol for a maximum of two consecutive years may re-apply for the same course, subject to checks on CFAs, available places and administrative position.
  2. A student may request interruption for one or more academic years to attend equivalent Italian or foreign institutions.
  3. A student may irrevocably withdraw by written notice; the Conservatory issues a certificate of the career pursued and any later CFA acknowledgement is verified by the relevant educational unit.

Art. 8 - Orientation and tutoring

  1. The Conservatory provides orientation aimed at labour-market integration and career pursuit.
  2. Tutoring provides information on courses, services, administrative proceedings, institutional activities and useful student information.

Art. 9 - Educational planning

  1. The academic year begins on 1 November and ends on 31 October.
  2. The academic calendar is issued by 30 September under Director decree subject to Academic Council deliberation.
  3. Courses last six months or one year, unless organised differently for educational requirements.
  4. Three examination sessions and three final-examination sessions are scheduled.

Art. 10 - Monitoring of educational activities

  1. The Academic Council periodically monitors, plans and evaluates educational, scientific, artistic and research activities.
  2. Monitoring results are reported to educational units also for periodic revision of course plans.

Art. 11 - Disclosure of documents

  1. The Conservatory provides modalities and means for timely disclosure of proceedings and decisions.
  2. Each year it publishes a Student Information Booklet with curricula, admission requirements, admission numbers, tests, attendance rules, enrolment procedures, academic calendar and individual-curriculum procedures.
  3. By the beginning of the academic year, the Conservatory draws up a teaching guide in compliance with EU directives.

Title II - Educational autonomy

  1. Title II governs qualifications, educational offer, course duration, course plans, course regulations, discontinuation, limited enrolment, preparatory courses, examinations, final examination, admission, credits, transfers, foreign qualifications, agreements, joint qualifications and single-cycle courses.

Arts. 12-18 - Course structure and access

  1. The Conservatory awards qualifications and regulates the educational offer pursuant to Article 3 of Presidential Decree no. 212 of 2005.
  2. Course duration, course plans, regulations of courses of study, discontinuation, limited enrolment, preparatory courses and progression barriers are governed by the Regulations and by course-specific rules.

Arts. 19-20 - Examinations, progress tests and final examination

  1. Individual advancement is assessed on a 30-point scale for exams or by pass mark for other tests; exams may include practical, written and oral tests.
  2. A qualification is awarded after the final examination, once all CFAs required by the course plan have been achieved.
  3. The final grade is expressed on a scale of 110, with possible cum laude, honourable mention or other unanimous acknowledgement.

Arts. 21-24 - Admission, conditional progression and student career

  1. Admission rules are defined for Level 1, Level 2, specialisation, research training, postgraduate and master courses.
  2. Admission to courses is subject to an examination assessing theoretical, interpretative and/or compositional skills.
  3. Conditional progression, individual curriculum, outside-prescribed-time status and repeated courses are governed by the relevant provisions.

Arts. 25-27 - CFA and EU languages

  1. The Conservatory adheres to the ECTS system; one CFA corresponds to a twenty-five-hour study load.
  2. CFAs are achieved through examinations, participation in artistic production and research activities, internships, chosen activities and final-examination preparation.
  3. The Conservatory organises special courses for compulsory learning of a European Union language and may acknowledge external certifications or native-speaker status.

Arts. 28-32 - Transfers, foreign qualifications and agreements

  1. Students may apply for transfer to another institution or to another equivalent course of study delivered by the Conservatory, subject to conditions and recognition of CFAs.
  2. Foreign qualifications are acknowledged for continuing studies according to the provisions in force, EU directives and international agreements.
  3. The Conservatory may conclude agreements with equivalent institutions, promote foreign study periods, issue joint qualifications and admit students to single-cycle disciplines.

Chapter II - Other educational activities - Arts. 33-35

  1. The Conservatory organises preparatory educational activities aimed at the skills required for admission to Level 1 courses.
  2. It may implement ongoing and recurrent training, adult education and external training activities under contracts and agreements.
  3. It may organise basic training activities regulated by ad-hoc rules decided by the Academic Council after consultation with educational units.

Title III - Transitional and final provisions - Arts. 36-37

  1. The Conservatory ensures completion of courses and award of qualifications for students enrolled when the Regulations came into force, according to former Regulations.
  2. Students enrolled under former Regulations and meeting requirements may opt to transfer to corresponding Level 1 academic diploma courses.
  3. The Regulations enter into force upon publication on the Conservatory bulletin board; amendments are decided by the Academic Council after consultation and submitted to the relevant Ministry.

Art. 38 - Doctor of Philosophy programmes

  1. PhD programmes implemented by the Conservatory are governed by Ministerial Decree no. 470/2024 of 21 February 2024.
  2. PhD students may request an extension at least six months before expiry; the doctoral council must reply within 30 days.
  3. PhD examination boards are appointed by Director decree and composed of three members chosen among teachers in the relevant artistic-disciplinary fields, respecting gender balance where possible.
  4. Scholarships are valid for at least three years and renewed annually subject to verification and admission to the following year.
  5. The doctoral council may authorise paid activities upon verification that they comply with fruitful performance of teaching and research activities.
  6. Student Councils identify two PhD students by 31 October each year to attend council meetings with voting rights on teaching and organisational issues.

Second Part - Course plans

  1. Annex 1 lists departments pursuant to Table A of Presidential Decree no. 212 of 2005: Singing and Theatre Music, New Technologies and Musical Languages, Woodwinds, Keyboard and Percussion Instruments, Bowed Strings and Strings, Theory and Analysis, Composition and Conducting, and Music Education.
  2. Annex 2 lists three-year Level 1 courses including Harp, Bass tuba, Guitar, Clarinet, Harpsichord and Historical Keyboards, Composition, Double Bass, Horn, Music Education, Conducting, Bassoon, Accordion, Flute, Recorder, Lute, Mandolin, Electronic Music, Choral Director and Choral Composition, Singing, Jazz courses, Oboe, Pipe Organ, Saxophone, Woodwinds, Percussion, Trumpet, Trombone, Viola, Violin, Violoncello, Repetiteur and Piano.
  3. Annex 3 contains the three-year Level 1 course plans.
