Having regard to

  1. Law no. 508 of 21 December 1999, laying down the reform of Fine Arts Academies, the National Dance Academy, the National Academy of Dramatic Art, the Higher Institutes for Artistic Industries, Music Conservatories and legally recognised music schools.
  2. Article 2 of Law no. 508 of 1999 defines the statutory, regulatory, organisational, administrative, financial and accounting autonomy of AFAM institutions, establishes the reorganisation of higher artistic, musical and choreutic education, and fosters development of the higher artistic and musical education system.
  3. Decree of the President of the Republic no. 132 of 28 February 2003, establishing the criteria for statutory, regulatory and organisational autonomy of artistic and music institutions pursuant to Law no. 508 of 1999.
  4. Articles 7, 8 and 9 of Decree no. 132 of 2003 govern the Academic Council, the responsibilities of the Director and the remit and composition of the Board of Directors.
  5. Decree of the President of the Republic no. 212 of 2005, Article 5 paragraph 2, defining the administrative procedures of Higher Artistic and Musical Education Institutions.
  6. Resolution of the Board of Directors no. 10 of 28 April 2025.

Deemed necessary

  1. To define an organisational set-up that emphasises the specific features pertaining to each field of study.
  2. To foster a participatory and transparent governance model.
  3. To ensure a well-organised educational offer that fulfils the needs of the contemporary artistic and cultural context.

Decrees

  1. The Chair received the favourable opinion of the Academic Council at its meeting held on 14 November 2024.
  2. The Departments are the core bodies in charge of coordinating educational, research and artistic production activities and of fostering engagement and collaboration across artistic and disciplinary sectors.
  3. The Regulations of the Departments are adopted for the Conservatory Domenico Cimarosa in Avellino.

Regulations of the Departments of the Conservatory Domenico Cimarosa in Avellino

The regulation defines department composition, remit, internal organisation, project submission and revision rules.

Art. 1 - Definition

  1. Department means the body in charge of coordinating the educational, research and artistic production activities of the Schools referring to it pursuant to Article 5 paragraph 2 of Decree of the President of the Republic no. 212 of 2005.
  2. A Department is responsible for the overall educational offer delivered by the Schools and their related boards of studies.
  3. Departments include artistic-disciplinary sectors grouped according to consistency across theoretical, historical or interpretative fields of study.

Art. 3 - Purpose

  1. Departments are advisory and proactive bodies of the Conservatory, where teachers outline needs and requests regarding educational, production and research activities.
  2. Departments lay the groundwork for sharing and discussing the needs of the various courses and for considering hypotheses and solutions for the best organisation of teaching work.

Art. 4 - Composition of the Departments

  1. Departments are composed of teachers with permanent and fixed-term contracts, an educational coordinator elected by the Department and a student representative appointed by the Student Council.
  2. Teachers with a collaboration contract may attend relevant department meetings with an advisory opinion.
  3. Upon invitation of the Department Coordinator, or upon request of teachers themselves, permanent and fixed-term teachers belonging to another department may participate with advisory opinion only.
  4. Each Department is divided into Schools, Boards of Studies and a Department Board composed of the Department Coordinator, the reference advisors of the Schools and the student representative.

Art. 5 - Departments remit

  1. Departments are advisory and proactive bodies and relate to teachers belonging to that specific Department according to guidelines set by the Academic Council.
  2. Departments elect the Department Coordinator and may submit justified requests for amendments to the Academic Regulations to the Academic Council.
  3. Departments submit proposals regarding organisation and functioning of educational services, best use of equipment and tools, admission-test contents, educational, scientific, artistic and research planning, projected enrolment availability, monitoring activities, mobility and internships in Italy and abroad.

Art. 6 - Internal organisation and functioning of the Departments

  1. Each Department is chaired by a coordinator elected at the first annual meeting, in office for three years and eligible for one further three-year term.
  2. The coordinator liaises between Department members and the Institute bodies, including the Director, Academic Council, Board of Directors and administrative office.
  3. If the coordinator resigns, the Director convenes a meeting as soon as possible for election of a new coordinator; until then, the Director or delegate acts on an interim basis.
  4. Departments may be summoned by the Director ad horas and meetings may be held remotely through digital platforms ensuring identity, voting rights and freedom of speech in real time.
  5. Decisions are taken by a majority of half plus one of those attending; if a lecture overlaps with the meeting schedule it must be postponed or scheduled at a different time.
  6. At each meeting, a person who records the meeting is identified; administrative staff may be invited when agenda topics require their support.

Article 7 - Submitting teaching, production and research project proposals

  1. Planning teaching, production and research activities is the responsibility of the Academic Council, which defines general policy lines, benchmarks and criteria for project proposals.
  2. Departments submit annual proposals for Teaching, Production and Research activities, signed by one or more teachers and approved by the reference Department by simple majority within the deadlines set.
  3. Projects may be submitted by teachers belonging to the reference Department or by other teachers with specific skills and qualifications relating to the Department disciplinary areas; interdepartmental projects may also be submitted.
  4. Approved projects must involve students directly, have an impact on the territory and be organisationally feasible.
  5. Project proposals must include a detailed financial plan, possible external funding, the proposer, participants and the role of every involved person, including the proposer.
  6. The reference advisor or project manager is responsible for the application form, communication strategy, set-up indications, liaison with invited teachers, liaison with the Bursar office, checks on signatures when required, timely delivery of attendance documentation when required and final report.
  7. The administrative office prepares contracts for external teachers, checks attendance fees when required and issues certificates when required.
  8. The coordinator sends the Department schedule to the Academic Council for evaluation and approval or integration.
  9. Free-of-charge projects or projects compatible with available financial resources may be submitted later to the Academic Council if they comply with policy guidelines and have the favourable opinion of the Department.

Article 8 - Revision of the Regulations of the Departments

  1. Any amendment requests concerning these Regulations must be approved by the Academic Council.
  2. Departments may submit revision proposals for these Regulations; an absolute majority of the teachers belonging to the Department is required.
  3. These Regulations enter into force on the day following adoption and apply to all Department activities from academic year 2024/2025 onwards.
